problem upgrading sql 7.0 to sql 2000

I am having a problem upgrading sql 7.0 to sql 2000 i keep getting
"Error running script: upgrade.sql(1)" I search and the only fix I found was to download an updated setup.ins file. I tried that and I still get the error message. The install of sql 7.0 is set to "binary" for the collation.
I uninstalled sql 7.0 on my test server and reinstalled 7.0 using "generic unicode and ran the sql 2000 upgrade again and it went through with no problems. But my production server is sql 7.0 with "binary" collation and I need to know if there is any way to upgrade it to sql 2000.

The setup gets to 100% and then it says
"setup is initalizing the server for the upgrade process" then I get the
"Error running script: upgrade.sql (1) I checked the sqlstp.log and I not sure what to look for. I attached the sqlstp.log file so you can have a look if you like.
